"This book is a crystallisation of more than 35 years of practices and first-hand experiences in industrial relations. What is even more significant is that these are gleaned from Oun Hean's involvement in different industry sectors and institutions under various capacities. A rare find in Singapore, this is definitely a must read for industrial relations practitioners and students."
-- Ong Chin Ang
Former Director of Industrial Relations
National Trades Union Congress and Executive Secretary of various unions

"Oun Hean is a leading Human Resource and Industrial Relations (HR/IR) professional with extensive experiences accumulated from his early years of service with the Ministry of Labour (now Ministry of Manpower) as a senior conciliator as well as HR directors in several major establishments in key industries. With such a rich background, I am pleased that he has decided to share his valuable experience through the publication of this book. I am sure that HR/IR practitioners, particularly the younger ones, will find this book useful. The book covers a wide range of topics, including the legal framework for dispute settlement, processes as well as key industrial relations events."
-- Ong Yen Her
Divisional Director of Labour Relations and Workplaces
Ministry of Manpower from 1985 to 2012 and an active member of various tripartite committees and taskforces
Currently, Senior Advisor in the Ministry

"Drawing from his vast experiences with the Ministry of Manpower, companies across industries and as a member of SNEF Industrial Relations Panel and Industrial Arbitration Court Employer Panel, Oun Hean's book Industrial Relations in Singapore comprehensively covers important legal provisions, processes, guidelines, institutions and practices. A must read reference book for HR practitioners and line managers dealing with people issues."
-- Tan Jenk Dong
Head, Corporate Services, CapitaLand Singapore Ltd

"Written from both practitioners' and educators' perspectives, Oun Hean's book is indeed a welcome addition to the current literature on Singapore industrial relations system. It strikes a superb and much needed balance between academics' and practitioners' views on employee and industrial relations policies and practices in Singapore. A total of 21 chapters provide a wide but critical coverage of the subject matter. Students (both undergraduate and postgraduate) will find the book especially informative and will appreciate the various insights shared by the author. Meanwhile seasoned HR/IR practitioners can definitely use it as a useful handbook and up-to-date reference guide."

Industrial Relations in Singapore — Practice and Perspective is a comprehensive account of the key developments in industrial relations in Singapore over the last five decades. It offers a holistic, one-stop information depository of relevant industrial relations frameworks, institutions, processes and practices, and issues from a practitioner's perspective.
Loh Oun Hean is a highly experienced Human Resource (HR) and Industrial Relations (IR) practitioner whose career spanned over 30 years with key appointments in Singapore's Ministry of Labour (now Ministry of Manpower), Maybank, Singapore Airlines and Deloitte Singapore and Southeast Asia. In his 15-year career with Maybank, he looked after corporate planning, consumer banking and general management and was deeply involved in numerous transformational and change management initiatives. Following his corporate appointments, he started providing consultancy services and training to numerous organisations in human resource management, industrial relations, competency framework development, performance management, compensation and benefits, and change management. He is now the Principal Consultant in Align Group, a major local HR consultancy set-up, and teaches in the Singapore University of Social Sciences and NTUC's Ong Teng Cheong Labour Leadership Institute.

He has extensive experience, both strategic and hands-on, in a wide spectrum of HR and IR functions. Oun Hean had been actively involved in collective bargaining with various trade unions, conciliation and arbitration of industrial disputes, and served as a Panel Member in the Industrial Arbitration Court and Singapore National Employers Federation's IR Panel. He is currently a Tripartite Mediation Advisor, appointed by the Ministry of Manpower.
